AI assistants have been shown to be “inaccurate and evidently prejudiced” when offering voting advice, the Netherlands’ data watchdog has reported, issuing warnings about a possible risk to democratic processes just over a week before the country’s general election.
Testing Reveals Consistent Bias in Chatbot Recommendations
The four chatbots evaluated by the authority “frequently recommend identical two parties”, irrespective of the user’s question or command, the watchdog noted in a analysis published ahead of the 29 October election.
For over 50% of instances, the AI recommended either the far-right Freedom party (PVV) of Geert Wilders or the leftwing GroenLinks-PvdA led by the former European Commission vice-president Frans Timmermans.
Certain groups, such as the centre-right CDA, “are rarely ever cited”, even when the user’s input exactly matches the stances of these parties, the report indicated.
Authority Figure Cautions Against Relying on AI Assistants for Voting Guidance
The deputy head of the AP, Monique Verdier, commented that while chatbots may seem like clever tools, “for election guidance, they repeatedly fall short”. Citizens were being steered toward a political group that did not necessarily align with their political views, she emphasized.
“This immediately affects a fundamental pillar of democracy: the integrity of free and fair elections,” Verdier stated. “We thus caution against employing AI assistants for election recommendations, as their functioning is opaque and difficult to verify.”
Voting Background and Political Landscape
The Dutch head to the polls on October 29 in an electoral contest that will be closely watched around Europe for the performance of the Freedom party.
The far-right party of Geert Wilders is ahead in surveys but the gap to the left-wing and centre-right parties seems to be closing, with many voters yet to make up their minds.
All major parties have rejected a coalition with the Freedom party, meaning the party that comes second is most likely to supply the future head of government.
Inadvertent Prejudice Attributed to Chatbot Functioning
The AP emphasised that the AI systems were not intentionally prejudiced, and that their “identified shortcomings” are a consequence of the manner in which AI assistants function.
